Full management configuration; localMenuFallback returns the complete knownSystemNodeIds and the localSystemNodeIds in the configuration that have not yet been added to the server-side list. This field is always present and explicitly returns null when metadata is corrupted. Metadata is read-only and should not be persisted as workspace configuration.
